I recall several commentators saying he did this in case people thought he was doing this because of censorshp or fear of the authorities. Certainly in those days, England was consdered very good for its treatment of Jews both as medina shel chesed and as a government which operated courts fairly (in contrast to Russian courts which were corrupt and anti-Semitic. As far as I know, we value life above all else, except in 3 instances, those are murder, idolatry and immorality, therefore, I do not think preventing a chillul hashem would trump saving lives.
